Verify the contractor's license before anything else

Before you talk price, finish, or schedule, get the contractor's CSLB license number and look it up — free, in about two minutes — at cslb.ca.gov. If a refinisher won't give you a number, that's the conversation over. A real license is the single fastest way to separate a professional from someone working out of a van between jobs.

The California Contractors State License Board (CSLB) keeps a public "Check a License" tool. Type in the contractor's name or license number and the page tells you, for free, whether the license is active (not expired, suspended, or revoked), what classification it carries, whether the required contractor's bond is in place, and whether they carry workers' compensation insurance for employees. It will also show you the legal name behind the business and any disclosed complaints or disciplinary history. None of that is information a contractor can fake on the spot.

This matters in California specifically because of the law. State law requires anyone performing home-improvement work valued at $500 or more in combined labor and materials to hold a current contractor's license. Almost no real kitchen, bath, or whole-tub refinishing job comes in under that threshold — a sprayed cabinet kitchen or a tub-and-surround reglaze is well above it — so for the work you're actually hiring for, a license isn't optional. An unlicensed person who takes the job is breaking the law, and you inherit the fallout: no bond to claim against, often no insurance, and far weaker footing if the finish fails.

Two quick checks while you're on the CSLB page. First, confirm the name on the license matches the person or company you're actually dealing with — not a "borrowed" license belonging to someone else. Second, glance at the classification and bond status. You're not expected to be an expert; you're just confirming the basics line up. If they do, you've cleared the first and most important gate. Once the license checks out, almost every good-versus-risky decision comes down to five things. A real refinishing pro has all five and will happily talk through each one. A gambler is vague on most of them and hopes you won't ask.

1. A written, multi-year warranty on adhesion and finish

Refinishing lives or dies on whether the new coating bonds to the old surface and stays smooth. 4. A clear fixed price you can hold them to

You want a real, written, fixed number with the scope spelled out — not a range scribbled on the back of a business card, and not "we'll see when we get into it." A fixed price means the contractor has actually thought through your job and is willing to be accountable to it. 5. The person who quotes does the work

Ask plainly: who is actually going to be in my home doing this? The best answer is that the person assessing and pricing the job is the same person — or part of the same small, consistent in-house crew — who will prep and spray it. The worst answer is a franchise or call-center model where a salesperson quotes, a back office schedules, and whichever subcontractor is free that week shows up. You don't need to know coatings chemistry to vet a contractor. You just need to ask straight questions and listen for confident, specific answers. Here are the ones that do the work.

  • "What's your CSLB license number?" — They should give it instantly, no hesitation, and be fine with you looking it up. Confidence here predicts confidence everywhere else.
  • "Can you show me proof of insurance — liability, and workers' comp if you have a crew?" — Licensed, bonded, and insured is the floor, not a bonus. Ask to see the certificate. It protects your home and you if someone gets hurt on your property.
  • "Walk me through your prep steps." — Listen for degrease, repair, abrade or etch, and bonding primer. Specifics mean experience; vagueness means trouble.
  • "Do you spray, and do cabinet doors get sprayed in a booth?" — The answer should be yes and yes. If they brush or roll, expect a painted look, not a refinished one.
  • "What coatings do you use, and why?" — They don't need to read you a data sheet, but they should name a real product line and explain it's chosen for adhesion and durability on your surface.
  • "How long is the warranty, and is it in writing?" — You want a multi-year term, in writing, covering both adhesion and finish. "In writing" is the operative phrase.
  • "Who actually does the work?" — You're confirming the quoter does the job, or a consistent in-house crew does — not a rotating cast of subs.
  • "What's the total fixed price, and exactly what's included?" — Number of doors, surfaces, repairs, color, topcoat, cleanup, timeline. Get the full scope so you're comparing like for like.

Good contractors enjoy these questions, because the questions sort them to the top. The ones who get defensive are telling you something.

How to read the quote and the contract

A quote is a document you can hold someone to — or it's a vibe. The difference is whether five things are written down: scope, coatings, timeline, price, and warranty. If all five are in writing, you have a contract you can enforce. If they're not, you have a hope.

Read every quote for these five elements. Scope: exactly which surfaces, how many cabinet doors and drawers, what repairs are included, and what color and sheen. Coatings: the primer and finish products being used, so you know it's the real material and not a substitution. Timeline: start date and how many days, including cure time before you can use the surface. Price: one fixed number with the scope it covers. Warranty: the term and what's covered, printed on the document — not "ask me later."

Now the warning signs. Be wary of a vague back-of-the-card number with no written scope — it's designed to be renegotiated upward once your old kitchen is in pieces. Be very wary of a large up-front cash demand. In California, the law caps the down payment a contractor can require on a home-improvement contract at 10% of the price or $1,000, whichever is less. A refinisher who wants half the job in cash before any work is done is either ignorant of the rules or planning around them; either way, walk. A legitimate contractor invoices against milestones, takes normal payment methods, and doesn't pressure you to pay big and pay now.

One more habit: get it in writing before any work starts, and keep it. A clear quote isn't bureaucracy — it's the thing that turns "they said it'd last" into "they agreed, in writing, that it would."

Check the track record

Reading reviews — and spotting the fakes

Reviews are useful only if you read them the right way. Look for recent, specific, consistent feedback across more than one platform — and learn to recognize the patterns that mean a review section was manufactured.

Read across Google, Yelp, and Houzz rather than trusting a single cherry-picked wall of testimonials on the contractor's own site. You're looking for two things: recency (good reviews from the last several months, not a flurry from three years ago) and consistency (the same picture of quality, communication, and follow-through showing up independently in different places). A contractor whose reputation holds up across platforms is far more trustworthy than one with a perfect score in exactly one spot.

Now the tells. Watch for copy-paste templates — multiple reviews with eerily similar phrasing, or testimonials that read like marketing copy rather than a real customer's voice. And watch hard for wrong-city boilerplate: reviews or site text that mention a city nowhere near the Bay Area, or generic "serving your local area" language that never names a real neighborhood. That mismatch is a classic franchise tell — national template content dropped onto a local landing page, with reviews that may belong to an entirely different market. Local, specific, named-place reviews are the real thing.

For any sizable job, push past the star rating. Ask the contractor for before-and-after photos of jobs like yours — your cabinet style, your tub type, your tile — not just their three prettiest projects. And on a big project, ask for a callable reference: a recent customer you can actually phone. A pro with a real local track record produces these without flinching. Someone who can't is hoping the gloss on the website does the work that real evidence should.
